Organizationally, CRS is under the Mental Health Division. Performance plans for incumbents are Executive Career Field (ECF). CRS is comprised of a multidisciplinary team responsible for providing low-barrier services to Veterans experiencing homelessness or Veterans with significant barriers to housing and employment stability due to severe mental illness, substance use disorders, chronic disabling health conditions, and criminal backgrounds.
