About the role
Design and carry out special studies to develop policy guidance and other related duties as assigned. Review, identify, and propose alternative human resource policies; and analyzes, explains, proposes and defends the relative merits of available options. Provide expert advice on complex human resource issues and recommend program plans, goals, and objectives that support major organizational changes and the HCT mission. Serve as project lead and/or collaborate with team members to carry out highly complex special projects and assignments that involve coordination with the internal and external stakeholders. Develop approaches to interpret and implement legislation, policies, procedures, and strategies governing the planning and delivery of large-scale human resource functions, information systems, and services.
