Human Resources Officer

The incumbent, as the HRSC Shared Services Officer (SSO) has full delegated authority and responsibility to manage and direct the human resources program functions for which he/she is responsible. The SSO provides consultation and policy guidance to Staff Office Senior Executives and senior level hiring managers. The position serves as a subject matter expert in Recruitment, Staffing, Classification and Position Management, along with Employee and Labor Relations and the full range of Benefits Administration. The incumbent provides supervision and oversight of programs that entail the mission, functions, projects, activities, laws, rules, and regulations for which HRA/OSP is authorized and funded by statute to administer and enforce. This position exercises delegated authority to carry out program functions and services that constitute the essential purpose for the establishment and continuation of the mission of the VACO.
