Budget Analyst - DH (SME)

The Budget Analyst: Reviews, analyzes, and interprets existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins and provides expert advice and recommendations for budgetary actions t0senior level management officials and others. Formulates budget estimates for multi-year programs and tracks progress of Departmental and/or Operating Administration appropriations through Congress. Assists in justification of budget before OMB staff and acts as liaison between OMB staff and Departmental and/or Operating Administration budget offices and develops cost-benefit analysis of proposed budgetary and program actions and advises Department officials and program managers of most advantageous courses of action. Monitors compliance with budget operational policies; recommends changes as required.
