Public Utilities Specialist

Determine activities authorized to receive utilities and services, calculate government funded verses reimbursable cost, and manage billing to recover all cost. Perform quality assurance surveillance and spot check inspections to verify physical assets inventories. Resolve customer complaints and discrepancies found in billing computations. Review customer complaints and verify that contractors have addressed and documented the resolution in accordance with the Performance Work Statement (PWS). Provide technical advisory and coordinate work with internal and external stakeholders and customers. Serve as the primary arbitrator between third party contractors and privatized utility contractors to resolve conflicts. Plan annual utility requirements and manage budget authorizations to ensure sufficient funding for installation mission. Evaluate historical data to review pricing for utility contracts.
