Human Resources Specialist (Direct Hire)

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Provides management consultative services and expertise in one or more HR functional areas, e.g., HR Business Partner, employee relations, Executive Services, position management/classification, workforce planning/analytics. Serves as a senior HR advisor on complex, high-visibility, or sensitive issues affecting managers, employees, or organizational operations. Provides authoritative interpretations of HR laws, regulations, policies, and guidance and recommends courses of action on difficult and complex matters. Partners with leadership and OCHCO functional areas to support and provide input for workforce planning, organizational changes, or human capital initiatives.
