Human Resources Specialist

The incumbent will apply the full range of HR methods, principles, practices, and evaluative methodologies to advise and/or resolve complex and unprecedented labor issues. The incumbent will have direct interaction with high-level agency and union officials. The incumbent will serve as a technical expert in union and/or management relations in responding to litigation actions arising from alleged breach of collective bargaining agreements and/or the Federal service labor management relations statute. The incumbent will provide technically accurate interpretation of negotiated agreements. The incumbent will use analytical methods to identify, evaluate, and recommend alternatives with impact analyses to management and is responsible for reviewing, researching, and providing analysis, and drafting responses to union initiated requests.
