Mastery of and skill in performing executive level management duties sufficient to assess policy, program, and project feasibility. Determine program goals and develop implementation plans, design an organizational structure, and set effectiveness, efficiency, productivity, and management/internal control standards for the regional functions. The incumbent must have outstanding leadership skills and persuasive ability to cooperate with and gain support of Federal, State, and local administrators.
