PROGRAM ANALYST

Designs and conducts studies to detect actual or potential operational problems within the Agency's farm loan programs, and develops, tests and implements solutions to such problems. Develops and maintains automated farm loan program data, extracts and evaluates data, and prepares and presents reports and recommendations to management. Provides expertise in re-engineering outdated work methods in order to increase operating effectiveness and efficiency. Works with other Division and Farm Loan Program officials in determining budget needs, formulating program budgets, and monitoring expenditures. Designs and conducts training programs to provide staff with the knowledge and skills necessary to deal with highly complex issues affecting Farm Loan Program operations. Identifies measurable tasks for use in establishing and evaluating program accomplishments and determines appropriate measurement techniques and methods.
