Provides management consultative services involving the full spectrum of HR functional areas assigned. Serves as management's technical advisor regarding the successful recruitment, placement, and retention of qualified personnel for client organizations. Provides guidance, consultation and assistance to managers, supervisors and employees on qualifications requirements, pay issues, merit promotion plan administration, excepted service, employment and placement requirements, and information systems programs. Uses HR information systems to produce a variety of management reports and conduct in-depth analysis of the HR programs. Actively participates in the implementation, enhancement, maintenance, and future development of HR information systems.
