About the role
Serves as a senior specialist in interpreting Federal regulations and agency guidelines regarding pay setting and leave administration. Provides guidance on the use of pay flexibilities, such as recruitment, retention and/or relocation incentives, Superior Qualification Appointments (SQA), leave credit for non-Federal service and/or Permanent Change of Station (PCS) cost reimbursement. Provides technical advice regarding pay and leave matters to HR staffing or benefits specialists who review employee actions involving either subject, to ensure employees are provided with accurate and reliable information covering any associated compensation matters. Serves as a senior advisor responsible for ensuring payroll runs smoothly and on time and liaisons with payroll providers. This involves researching problems and fixing pay issues, determining what actions or corrections are required, and liaising between the agency and the payroll provider.
