Program Analyst

Performs administrative duties in support of the SAP Platform, facilitating communication between the platform, various portfolios, and key stakeholders to achieve objectives. Serves as the primary HR liaison coordinating the full lifecycle of personnel requests, including recruitment, classification, transitions, and management-directed reassignments. Conducts detailed analysis of manpower reports, billet structures, and workforce data to ensure the timely initiation and completion of personnel requests. Compiles data-driven justifications for proposed organizational manpower changes to facilitate leadership decision-making and approval. May serve as a Contracting Officer’s Representative (COR) on small contracts; in this capacity, manages the IT service and technology contract management lifecycle, including budget processes, regulatory compliance, and contractor performance.
