Lead Contract Specialist

Serves as the central point of contact for assigned procurements. Performs market research to determine availability of products or producers and to develop new sources. Coordinates set asides with the Small and Disadvantaged Business Utilization Office (SADBU) in efforts to expand competition. Obtains and assesses information regarding EEO compliance of potential contractors. Obtains price data, audit/cost/price analysis reports, freight rates and develops negotiation objectives. Reviews, advises, and signs awards and modifications for unwarranted specialists. Provides guidance and training to lower grades and new hires. Articulates and communicates to the team the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues review, and deadlines and time frames for completion. Applies signature to final award documents to obligate Navy funds.
