About the role

Serve as a senior advisor to leadership on complex and sensitive labor relations matters, including grievances, arbitrations, and collective bargaining. Lead and represent the agency in negotiations with union officials, including serving as Chief Negotiator for midterm and impact and implementation bargaining. Interpret and apply Federal labor relations laws, regulations, and case law to provide authoritative guidance and policy direction. Analyze and resolve highly complex labor relations issues involving conflicting legal requirements, policy implications, and agency-wide impact. Develop, implement, and evaluate labor relations policies, programs, and strategic initiatives aligned with organizational goals. Provide expert guidance and training to management officials on labor relations practices, employee rights, and dispute resolution processes. Monitor legislative and regulatory developments and recommend policy or procedural changes to ensure compliance and program effectiveness.
