About the role
Manages a staff engaged in organizational analytics, quantitative/qualitative assessments, multi-year strategic workforce and succession plans, workload and workforce mix assessments, competency gap strategies, and culture change tactics. Directs workforce planning and analysis to guide management decisions on Foreign Service and Civil Service intake and overall employee strength. Oversees the evaluation, forecasting, planning, analytic support, and development of information necessary for the effective management of human resources (HR) in the Department. Provides direction in the development, administration, and analysis of human resource surveys; develops briefings and reports for Department management that include the reporting and analysis of survey results. Coordinates the annual promotion planning process for the Foreign Service. Utilizes a workforce planning model developed for the Foreign Service in determining the number and distribution among competition groups of promotions
