About the role
Lead OPM’s agency-wide performance management and employee recognition and awards programs. Develop, implement, and maintain policies, procedures, guidance, and governance standards for performance plans, critical elements, ratings, and awards. Serve as the principal advisor to leadership, executives, managers, and supervisors on complex or sensitive performance planning, appraisal, rating, and recognition issues. Interpret and apply Federal statutes, regulations, OPM guidance, merit system principles, and related policy requirements, including labor-management considerations. Review ratings and awards practices and data to identify trends, risks, inconsistencies and recommend corrective actions. Design and deliver training, briefings, job aids, executive reports, and decision materials, while leading strategic planning, program evaluation, and interagency/stakeholder engagement.
