Applies a wide range of qualitative and/or quantitative methods to assess and improve program efficiency and effectiveness and/or complex management processes, projects and systems. Performs research, interpretation, analysis and evaluation of applicable Federal, and Agency guidelines and provides technical advice and guidance to stakeholders concerning methods and processes to improve management techniques, business processes, and organizational program effectiveness and efficiency.
