Assigns plan formulators to project delivery teams or in special cases may retain immediate responsibility for the plan formulation of a project. Responsible for study supervision of planning phase of projects to include development of Project Management Plan, public involvement, formulation of alternative plans of action, selection of course of action, and preparation of reporting documents. Responsible for ensuring maintenance of the Program Management Plans for the GI and CA, PAS programs and other planning studies, and approves Project Management Plans for the planning phase of all projects. Provides technical oversight on formulation of water resource development plans for flood risk management, ecosystem restoration, navigation, water supply, and other water resource projects. Oversees the integration of Corps programs in order to meet sponsor and national water resource development needs.
