About the role
The Supervisory IT Specialist (Application Software) performs the following duties: Serves as the senior technical authority for Enterprise Case Adjudication and Processing Environment (ECAPE) application architecture, engineering, and lifecycle management. Ensures integration of cybersecurity throughout the application lifecycle and continuous alignment with FISMA, applicable NIST frameworks, and agency security policies. Oversees ECAPE operational performance, incident management, problem management, and change management to ensure mission continuity and user service levels. Leads Agile product teams using iterative development practices, backlog refinement, sprint/release planning, and delivery forecasting. Exercises full supervisory responsibilities over assigned Federal employees (e.g., GS-13 IT Specialists, Product Owners, Business Analysts) and provides technical and performance oversight of contractor support in coordination with CORs and acquisition officials.
