The incumbent is responsible for the direction and management of all NOS financial, budget and administrative support functions, including coordination and standardization across all NOS organizational elements of requirements and practices expected of NOAA's management and budget organizations. These include management/oversight responsibility for the following programs: Financial management activities and an integrated NOS accounting and financial management system, including auditable financial reporting and internal controls. Ensures compliance with applicable accounting standards and principles, financial information, and system functional standards. Manages directly or participates in the design, development, and implementation of performance measurement systems. All matters relating to NOAA/NOS budget planning, formulation, presentation, execution, reporting, and requirements for financial management systems and other operations.
