Analyzes, develops, and evaluates detailed Affirmative Employment Program plans, goals, and objectives for strategic planning and long-range implementation of JBSA-wide programs, ensuring that the installation complies with legal and regulatory requirements and meets JBSA needs. Performs recruitment and placement, and affirmative employment advisory services. Considers management issues from total personnel management viewpoint including, but not limited to, advising on availability of needed skills and/or previously overlooked sources of candidates; with SMEs - investigative training and/or developmental, cross-training, and/or OJT options. Routinely provides advice to senior management regarding significant issues and concerns related to workforce statistics and trend analysis. In coordination with Special Emphasis Program (SEP) Managers, develops annual SEP objectives and plans to accomplish those objectives, including required training for the SEPMs, specific activities and target
