HR SPEC

Explain regulations, procedures, and determinations to employees, candidates, and supervisors. Advise management on recruitment strategies and incentive programs. Interpret and adapt HR guidelines to resolve complex or unique issues. Develop recommendations for HR program changes by analyzing trends and best practices. Advise managers and employees on complex problems requiring troubleshooting. Serve as consultant to managers in providing HR services and conducting analyses of HR programs. Maintain collaborative relationships within the enterprise and other agencies to assist in HR program administration.
