Senior Human Resources Specialist (Recruitment and Placement)

The duties may include, but are not limited to: Provides advice on recruitment and hiring methods: delegated examining, merit promotion, excepted service, and hiring flexibilities Provides advisory service to management and supervisors on sensitive, complex, or controversial staffing issues. Counsels management, employees, and applicants on employment opportunities, application procedures, special employment/placement programs. Works with management on goals and objectives, analytical methods of review, and recommends project schedules and timetables. Identifies the need for policy and procedural changes and makes appropriate recommendations for development and implementation. Leads the development, implementation and maintenance of standard operating procedures and accompanying internal guidance designed to promote uniform application of policies and procedures.
