About the role
Serves as the Division Director of the Compensation and Policy Division by overseeing scientific hiring authorities and other special programs at the NIH. Analyzes and evaluates HR processes, identifies problems or deficiencies, and recommends workable solutions and improvement plans to meet established goals and objectives. Reviews new and existing laws and regulations and OPM and HHS policies to determine necessary changes/modifications to NIH HR programs and guidance and makes appropriate recommendations. Oversees auditing of HR programs, process re-engineering related to hiring authorities and incentives and ensures HR programs remain compliant. Manages all aspects of the CPD structure and staff capabilities in a manner which provides optimum decision support systems, including training and appropriate use of human resources authorities.
