About the role
- Serves as the agency's senior expert for Employee and Labor Relations (ELR), overseeing all related policies, procedures, and programs across CSOSA. - Develops, implements, and interprets agency-wide ELR and labor relations policies, ensuring alignment with laws, regulations, and evolving guidance. - Acts as the agency's chief spokesperson in labor negotiations and the primary point of contact with unions and the FLRA. - Manages grievances, unfair labor practices, ADR processes, disciplinary and adverse actions, and suitability cases. - Advises senior leaders, management officials, employees, and labor organizations on complex ELR matters. - Participates in agency-wide planning efforts, ensuring ELR requirements and strategies are integrated into organizational initiatives. - Conducts assessments to identify needs and recommend improvements in ELR programs. - Maintains strong liaison relationships with federal agencies, academic institutions, and the private sector to stay informed o
