Program Analyst

Develops criteria and guidance and recommends major decisions with reference to the development of the major program/account managed using a performance based budgeting approach. Supports Senior Program Manager in developing the SPD interpretation and implementation of the Corps of Engineers annual Program Development Guidance containing initial instructions for submission of program and budget data. Conveys and defends results of program development, review and analysis and presents rationale for decisions made for the account managed. Manages the distribution and utilization of appropriated funds for the account managed. Coordinates initial funding work allowances and special instructions for activities within the account managed based on analysis of Appropriations Act, reports of Committees and agency policy.
