About the role
Directs and oversees agency payroll operations, ensuring accurate and timely processing of pay, leave, retroactive pay, debt collection, workers' compensation, and payroll records. Supervises managers and staff responsible for payroll administration, quality control, workload management, and compliance with federal payroll laws and regulations. Manages the agency's employee benefits programs, including retirement (CSRS/FERS), health insurance, life insurance, flexible spending accounts, long-term care insurance, and related benefits. Plans, conducts, and oversees studies and program evaluations to improve payroll, benefits, personnel security, and related HR programs, recommending process improvements to enhance efficiency and effectiveness.
