Supervises the activities of the subordinate staff in professional positions Provides guidance and recommendations on engineering and construction organization, structure, manpower, budget, and training needs to the Director Evaluates the effectiveness of program operations and makes recommendations for adjustments and improvements Manages Value/Cost Engineering Programs for Civil Works and Military Construction Programs Ensures that all districts are properly implementing effective quality control on all work processes and products Provides program quality assurance and advice to the Commander on all Engineering, Construction, and Infrastructure Safety activities within the Division Plans work to be accomplished by subordinates, sets and adjusts both short and long-range priorities, and prepares objectives and schedules to ensure the completion of work Provides advice, counsel, or instruction to employees on both work and administrative matters
