Develop and recommend command implementation policy of procedural guidance and policy statements for use throughout activities and the command for effective and efficient program operations. Perform regulatory research and coordination with appropriate proponents as basis for developing internal and external policies and programs within current legal base. Provide guidance to operating officials and personnel regarding general and specialized aspects of civilian personnel programs. Coordinate with managers pertaining to planning and implementing reorganizations in addition to identifying positions that need to be reclassified prior to making such changes. Review position descriptions for accuracy, recommend proper title, series, and grade in accordance with appropriate classification standards and guidelines.
